the dependants of the deceased, and the owners of the vessel concerned,

and that the Board of Trade are unable to intervene.

I am to suggest, therefore, that, provided the Secretary of State

sees no objection, the Governor might be informed as above, and that any

further communication should be addressed to the Westcliffe Shipping Co.,
